About the Petroleum Human Resources Council of Canada

Who We Are

Established in 2001, the Petroleum Human Resources Council of Canada (the Council) is a national, collaborative forum that addresses human resources issues within the upstream petroleum industry. We address current and potential shortages of workers, attraction and retention of traditional and under-represented workers, and the need for continuous skills enhancement.

The Council was established through the Sectoral Partnerships Initiative of Human Resources and Skills Development Canada. Sector Councils are permanent organizations made up of many stakeholders of a particular industry, including individuals, company owners, corporate leaders, employees, government, educators, and industry associations. Human Resources and Skills Development Canada partners with, and facilitates communication among, key industry stakeholders so they may strategically address issues and concerns within the industry. The Council is funded by the Government of Canada.

We benefit from industry and union support and advice within all sectors of the upstream petroleum industry in Canada: exploration and production, service industries, pipeline transmission, gas processing, and mining, extracting and upgrading heavy oil and bitumen. We also work closely with educational institutions that train industry workers.

Our relationships with stakeholders across the country allow us to move forward cooperatively and effectively on common issues of concern. We bring key stakeholders to the table to discuss industry-wide and regional human resources issues, benefit from their experience and advice, and develop and share practical strategies for implementation.

What We Do

In 2003, the Council published a strategic human resources study of the upstream petroleum industry. The Decade Ahead, published in October 2003, and the Update which followed in 2004, identified:

  1. Workforce demographics;
  2. Skill and competency requirements;
  3. Occupational supply and demand;
  4. Key human resources challenges; and
  5. The impact of technology and the business environment on human resource issues.

As a result of The Decade Ahead, the Council is now focused on seven human resources issues:

  1. Promoting careers in the industry
  2. Access to an under-represented
  3. Skills shortages
  4. Labour market information gaps
  5. Shifting skill requirements
  6. Mobility of workforce
  7. Creative human resources practices
